That is that words don't have meanings, rather it is people that have meanings. People come with their own library of definitions shaped by their experiences and the cultural influences that they have been exposed to and engaged in. This means that where this isn't a shared experience resulting in closer meanings, things can be heard and understood in very different ways. Part of understanding how we're understood, relates to understanding that very different things can be heard from the same words.
